When combined with the pending Inline::Filters v0.17 code, this pull request solves Inline::C issue #42

The version bump in Meta to 0.76 is missing. Other than that it looks good, and tested ok.

I just noticed mohawk's pull request has a file named

test/29refargs.t

I have a file named

test/29cppflags.t

If this is a problem we can obviously renamed my file to

test/30cppflags.t
