Incorrect link to Perl license #43

lib/Swim.pod reads:

This program is free software; you can redistribute it and/or modify it under
the same terms as Perl itself.

See L<http://www.perl.com/perl/misc/Artistic.html>

The link is suboptimal because it points to Artistic license only. Correct one is http://dev.perl.org/licenses/ because it shows both licenses: Artistic and GPL.

Please replace the link with http://dev.perl.org/licenses/.
