use config.h belonging to this repository, and not the config.h located in one of the system locations

I haven't been able to test this, because I could not figure out how to build this project. (Makefile.PL at different location?).

Thanks! This was fixed in libyaml (v0.2.2) itself. I just copied the new libyaml over and released YAML::XS 0.76_001
