SSI-Seaplane - Seaplane not recognized on splashdown #170

splashed state completion not passing to seaplane. multiple seaplanes launched in attempt to complete, but no go. recovered all seaplanes, launched third time and it completed. (possibly working as intended).

but in opposite land:

also in my own testing with SSI-10000m, aircraft flew up, but failed to land at KSC. launched second similar craft, and it completed the contract unintentionally sitting on runway (KSC completion). Not sure why. Need to check VPG logic.

third plane completing contract is duplicate of #168 most likely which is not something that can be fixed, however what can be looked at is the craft file that is failing to trip a splashed state parameter in the contract. I just need the savefile and/or craft file to duplicate.

My guess is that if third plane attempt worked, that issue resolves around this most likely being a corrupted instance of the contract that uniquely applied to the first two attempts, and not likely duplicated..
