IslandTours-Shoreline - remove seaplane allowance and require splashed for waypoints #171

this presents a continuity issue - where a player is told to fly a seaplane before Wright First flight. recommend make this a boat only contract.

This change will require testing all the way through.

done. also decoupled IslandTours-Flight-1 from Shoreline to force boats before flight if desired, but allow players to skip boats entirely.
