LGTM; but any reason behind currently not installing init_stage for score.move ?

In the testnet, to add a new resource, minita must either restart the chain or publish it to another address (0x1).but upon reconsideration, i'll fix in next commit of this pr and use the previous version in the initiation-1 branch.
