Add --enable-vp9-highbitdepth to ./configure --help #903

I had to grep and check to find the option to enable, and I only knew to look 
for it via an offline conversation - I didn't know the feature had been merged 
into master until that conversation. I suspect many external devs will have the 
same issue.
