Add option to libwebm to make the last Block of each Track in a Cluster a Block with Duration #931

We want to add an option to libwebm muxer to output the last Block of each 
Track in every cluster a Block (I.e. not a SimpleBlock) That also has a 
Duration element.

An option should also be added to sample_muxer.
