Attached is a problem clip. Plays back fine on Mac and on Linux64.

The file decodes correctly with vpxdec. I suspect this is a Chrome display 
issue. Going to test some devices tomorrow and verify that.

I don't see the issue in the beta channel (currently v42) either. Granted, 
while ARM based, it was a different chipset. If it crops up again I think a 
Chrome bug would be warranted.
