The idea is simple, have a way to use the custom shirtcuts inside the app 
drawer. This way if someone who themes, for example, didn't have an app themed 
inside the drawer, the user could implement the theme's icon pack to change it 
without the need for activity names. This would also allow for adding any home 
screen shortcut inside the app drawer. i.e. Direct Messages, specific settings, 
etc.

It would also allow native support for web apps (ie websites with a custom 
mobile/Android interface) to be treated more like regular apps. Something that 
iPhone has done for ages, incidentally!
