Lock the dock #181

Would like to lock the dock in and not see the drawer launcher or action 
buttons at all. Would like it to work after reboot as well.

You do a swell job man, keep it up. This is the one thing that drives me crazy 
about ADW, a six pack worth of donation is on the way when this get's 
implemented.
