This adds a hack-around for upstream puppet bug

For whatever reason it still happens occasionally:

Error: Could not retrieve catalog from remote server: Error 400 on SERVER: Evaluation Error: Error while evaluating a Resource Statement, Could not autoload puppet/type/resource_record: Could not autoload puppet/provider/resource_record/nsupdate: Unable to find nsupdate module in modulepath /etc/puppet/environments/common:/etc/puppet/modules:/usr/share/puppet/modules at /etc/puppet/environments/dns/local-modules/local_dns/manifests/init.pp:74:3 on node local-dns.local.com

But that is better than 100%...
