Admin Panel

[x] Admin User should be able to upload/delete Attachments for Order Items.
[x] Admin User should be able to mark Attachment as not visible to the User.
[x] Admin User should be able to lock Attachment as not editable by the User.
[x] Lock Attachments automatically after Order status changes to Complete or Canceled
- May need new concept for OrderStatusType being "finished" in which Complete and Canceled both occupy.
