Often modules have a README file with most configuration. However, this file is never included in the documentation. We need to define a method to define the index of a module.
Options:
always use the existing docs/ directory. However there is no link in the generated docs between the module guide and the reference generated from the code
add most docs to the docstring in the _init.cf similar to how ansible does it.
