Add `@inngest/middleware-encryption` package #417

Summary

Add @inngest/middleware-encryption package to allow easy E2E encryption.

See the README.md.

The package is already released (first release must always be done by hand); this PR merging makes no immediate changes, but ideally we use it to review README.md, license, and structure.
