Summary

Following the rebase of #3 on to #7, further fixes up the release process with changesets.

Manual releases can still be created if necessary

Re-adds pnpm-workspace.yaml to support the monorepo structure

Fixes the lockfile to be from pnpm@9.4.0

Removes the manual publish/tagging prepared for prereleases
