Section numbers #26

Adds automatic section numbering as a post process filter in render_template.

Feature needs documentation. Plan is to add that when definitions issue is implemented.

Code is updated with new architecture. This is used by both section numbering and audit notes. Two pass flow is not implemented. Documentation is out of date
