Navigation using hand instrument isn't working at acceptance #23

Hello! Yesterday I found out that there is no possible to move picture while zooming at delayed acceptance mode. I attach gif with screencast of this bug. acceptance_util_bug

@mihbort, thank you for you report! As I have mentioned in the comment to the isssue #21, at the moment we are considering whether delayed acceptance users will need to perform minor fixes of (possibly extremely complex) markup submitted by Mechanical Turks, and, consequently, will need to use the full spectrum of markup functionality, or, if no functionality besides viewing the markup with objects classes and parameters is actually useful for the Researchers (a.k.a. Requesters).

We will either fix the described functionality of disable it for the delayed acceptance.

@AlNedorezov, during delayed acceptance this functionality is very useful. I can precisely check position of each point, so I prefer not to disable zoom.
