[Funding]: Collect NSF calls

This one I'm struggling with. Namely, there is no consistent IDs that can trace programmes to awards & publications, because:

• Program ID: is not an included variable in awards, and can be used to find summaries of programs by "PIMS_ID".
• Program Code: is not included in the API responses, but can be found in the Award search. These, however, can overlap between programs (URoL has 10 programs, all share same 106Y code). Manually checking "awards associated with this program" will leverage this ID.
• NSF Number: Similar to Prgoram ID, seems to uniquely identify a programme, but can't be used to fetch awards.

Current funding opportunities, with the synopsis, can be downloaded as a CSV. Archived funding opportunities can be found here, but they are difficult to get (no export, no API, unreliable page to scrape).
