... If we want to benefit from the latest changes, including support for MQTT v5.

[ ] Make our rabbitmq-mqtt-retained-msg-redis plugin compatible with RabbitMQ 3.13
[ ] Upgrade BASE_IMAGE_TAG in Dockerfile.dev. Eventually, we might get rid of the copied Dockerfile since we won't need to select the Erlang version manually
