Simple CLI command to run through all notebook output cells and look for errors, warnings, deprecation notices etc.

Additional features:

[ ] switch to hide tagged (raises-exception) or untagged warning cell reports
[ ] allow additional tags to be specified on cli that identify appropriately tagged cells
[ ] report on tagged cells that do not raise a warning where a warning is expected
