Fix aquariums on read-only filesystems #28

Before merging this, don't forget to make sure I don't leave in the JAILPARAM stuff!

Also remove setting devfs ruleset bypass!

One of the CI tests fails with:

ld-elf.so.1: Shared object "libssl.so.30" not found, required by "pkg"

Gonna merge anyway as not aquarium-related.
