dev-util/phpstorm: add USE=server for keeping `plugins/remote-dev-server/selfcontained` out of `remove_me` array? #18

I run a dev box that uses remote-dev-server feature, it works very well.

PS I'm testing 2024 b1 for New Terminal feature https://blog.jetbrains.com/idea/2024/02/the-new-terminal-beta-is-now-in-jetbrains-ides/ and it seems they've cleaned up their packaging: remove_me array can now be completely empty, our file list isn't there anymore. (Other than remote-dev-server)
