Update Language.properties #20

and add german translation.

The current Language.properties stub is found at:

https://github.com/inofix/ch-inofix-timetracker/tree/master/timetracker-web/src/main/resources/content

the 6.2.x versions at:

https://github.com/inofix/liferay-modules/tree/6.2.x/timetracker-portlet/src/main/resources

or at their respective locations in the source repositories.
