url check update #45

New journal url added appears to check out when manually entered, but does not clear from list of journals with stale urls:

https://inpho.cogs.indiana.edu/journal/4845#admin https://inpho.cogs.indiana.edu/journal/list_stale_url

The specific website http://www.ilea.ufrgs.br/episteme/portal/index.php in question is breaking HTTP by still returning the proper website, even though the status code is 500 Internal Server Error. Working to implement a manual override.

ah - thanks for diagnosing. That error looks like it could be a php coding mistake on their end. - C.
