evaluations broken #96

I am trying to evaluate metaphor in the context of philosophy of language at https://inpho.cogs.indiana.edu/taxonomy/2231 and I can adjust the relatedness popup but I get a no-go symbol (circle-slash) on the second popup.

We need to figure out not just why this is broken, but how we managed to publish the site and break something that has been working for years without noticing.

This is actually not broken, but rather the intended design. You cannot fill the generality relationship until the relatedness relationship is complete. I have changed the layout to hide the second box until that relationship is selected
