Issues with using latest `cabal-3.12.1.0` #27

We in ledger started getting this error today: https://github.com/IntersectMBO/cardano-ledger/actions/runs/10143932154/job/28046365439#step:4:171

/home/runner/.local/state/cabal/store
Error: Unable to process file command 'output' successfully.
Error: Invalid format '/home/runner/.local/state/cabal/store'

Upon downgrading to cabal-3.10.3.0 the problem went away

I took a quick look, but I could not see what could possibly be causing this problem.
