Add a policy on version bounds #37

Based on discussion in https://github.com/input-output-hk/cardano-engineering-handbook/issues/26.

There is no consensus on speculative upper bounds, so for now we simply state that either approach is allowed.

I tweaked this a small amount, adding headers and also saying that it's okay to not put your bounds everywhere if they're implied by other dependencies.

@coot I'd like to merge this but I'm interested in your feedback?
