Based on discussion in the Inner Source Office Hours.

This is my proposal for how we can nudge people in the right direction without being too prescriptive.

Suggest that projects list people in functional roles, giving some examples
Call out the option of nominating "maintainers" as a "catch-all" solution
Say that projects should have some kind of succession plan, but leave it open what that looks like.
