Relays don't show up in peer list for block producing nodes #166

Using cardano-node 1.26.2 and cardano-rt-view 0.3.0 the peer list is empty on block producing nodes. Peers show up fine on relay nodes. Same result with current master branch as of a couple days ago. Note that the block producing nodes are working fine and receiving and sending to the relays. Other tabs in rt-view work fine and blocks are being produced and propogated.
