Description
Delegation is for those that want to participate and earn rewards, but want to do so passively and with minimal effort.
Delegators give voting power to selected representatives, but maintain control over own ADA holdings.

Background
An initial drep onboarding flow was created and communicated as part of the now sunset "Governance Voting Center". Although we want to iterate on that process (for example, not managing a central database of personal info), we should leverage that prior thinking as a starting point.
