Proposal section functionality

• [x] 1 type of Guidance card with a theme.
• [x] 1 type of a simple filter that can filter theme
• [x] Implement in the Workspace / Proposal Editor (Guidance & Comment tab, no Action tab)
• [x] Add simple dummy data to demonstrate cards content.
• [x] Guidance has three filter types: education, tips, and mandatory cards (Filter states: All, education, tips, mandatory)
• [x] Each theme has a internal ranking (1,2,3, - lowest number first) - 1 mandatory, 2 education, 3 tips
• [x] Each card has an internal priority ranking (1,2,3, - lowest number first) Cards have a weight, and weights can't be the same. (The weight will be presented by ranges 300 - 200 - 100 - setup a model that makes most sense - and present your findings - highest is the most weight.) @LynxLynxx: If guidance cards are created in the campaign builder and Admin can drag them to edit the list hierarchy, this order will set the weight of each card from 0...n where 0 is the most important one.
