Certs -> Facts #2

I'm creating these issues mainly as notes to self for discussion.

I find the name Certs is giving the entity that we are talking about a wrong spin.

Certs are certified Facts. But since we don't have a certification authority, the thing we actually want to think about are Facts.

A decision gateway does not make up a certification authority.
