`step` -> `action` #4

Step (at least to me) implies sequentiality and does not reflect the (very refreshing) handling & decision making on global state.

In essence, out of a lake of steps actions, those steps actions are run that satisfy the self-set when predicate at any given time.

I understand how "steps" comes from other CI systems, but I think it's not the most appropriate naming.

action does not imply sequentiality.
