Automate Shelley testnet build and deployment #151

Use the latest version of Shelley to deploy a testnet consisting of:

three nodes,
one participant per-node, and
each participant having equal parts of stake.

The following scenario is run:

deploy a testnet
each participant registers a stakepool
change the decentralization parameter so that stakepools can produce blocks
observe that the stake pools are actually producing blocks

DOD:

Building the node binaries should be automated, and require only one command.
Deployment of the network should be done from a script.
The scenario should be run from a script.
There should be a document describing how to analyze the test run: for instance logs, monitoring tools, etc.

Single command building and scripting is important since we will be performing deployment of the testnet and running the tests multiple times.
