Linux-Static-IOG brokern due to pg #59

Postgres fails to build since #54. Same issue as here: https://GitHub.com/nh2/static-Haskell-nix/issues/110

Here's the link to the old alpine patch: https://git.alpinelinux.org/aports/diff/main/postgresql/disable-test-collate.icu.utf8.patch?id=3e1445c35d12886e3c844c79bc1cc6da2b790f4c, I'm not sure I like it though, it just disables it.
