Description

Implement Hermes IPFS runtime extension functionality

Updates hermes-ipfs crate
Updates WASI definitions
Implements thread-safe API and state for IPFS operations
Adds WASM module testing of IPFS
Fixes Earthly targets for Rust integration tests
