Order of verification methods and services

we are not providing tools for users to order the lists of verficationMethod and service, is this relevant for any known use case?

I would expect people refer to keys and services using their respective ids instead of indexes in arrays, but I would like to check on this

The order doesn't matter, you are right that the dereferencing always happens by id, or by verification relationships such as authentication, but not by index in the array.
