Update voter-registration to work in Alonzo era

Overview

• Update the voter-registration executable to work in the Alonzo era.
• Provide some slightly better instructions for registering to vote.

@sevanspowell i see you're working on the update here. can we get a simple catalyst-voting-registration metadata.cbor output in this update too? thats how we are doing the registration on hw-wallets, and the users just include that registration metadata.cbor file into any transaction of there choice. without the need to have the fully transaction process build within this too. much easier to do. this is a long open FR https://github.com/input-output-hk/voting-tools/issues/20

I am very keen to make this change. I will do my best to find time to work on it, but will put it in a separate PR, so we can get something working in the Alonzo era ASAP.
