Installatin Problem #4

What steps will reproduce the problem?
1. I have unzip the fild at my desktop. And uploaded the File Minibill at www 
folder at my cpanel by FTP.
2. But when I go to installation Erro is showing "Make sure your config.php 
file is read/writable by the web server."
3. I have allready changed all configration accordingly. 

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Please provide any additional information below.

At least for me that is error is just a notice.  I do however get the following 
on a new installation using the latest source:

Mysql error:Duplicate entry 'invoice-email' for key 1

minibill-20080707.zip from my experiences.
