For Docker on macOS m1 & A64FX at CEA, we need jaxlib wheels for linux arm64, since they aren't provided.

The TensorFlow devel image shouldn't be used because it's x86_64 only: Docker will start it and then run spend it's time compiling things at about 0.0001% of normal speed for the wrong arch 🤪

resolved with this dockerfile which works well enough.
