Tags are missing

Tags show up on the /tags page and help viewers find themed content they are looking for. Authenticated and Patron users can add new tags using the tagger which shows below the player.

• [x] tag creator can thumb up other tags
• [x] tag creator cannot delete other people's tags
• [x] public user cannot create tags or timestamps
• [x] authenticated user can create tags and timestamps
• [x] clicking tag label in timestamp also selects tag in tag list
• [x] tags older than 15m cannot be deleted by creator (only downvoted)
• [x] selecting a tag does not change vertical scroll position
• [x] impossible to add duplicate timestamp tag to same time
