This PR changes the code structure to the "src" layout, as discussed in #19 and recommended by @jhkennedy.
change the package structure to the "src" layout, following the recommended python packaging practice.
setup.py: update to the new structure
version.py: update date to today for the GitHub release
@jhkennedy could you take a look? I Will cut a new release on GitHub after this PR is merged.
Testings passed on my laptop with the "build from source" note.
