Error not mentioned in the pdf #460

My system is running on windows 10. After running the cmd in administrator mode checked my python version

then checked pip version

when i am running the server3.py then it is showing me this error

I have run this code by turning off all my firewalls and also checked by changing the port from 8080 to 8085 as shown in pdf for both src.DataStreamer and datafeed.server3 file. but even then not getting any error other than this.
