Show crashes on map #210

PR to merge remaining code needed to display crashes on map.

Functionality added:

checkbox to toggle display of crash layer
circle size corresponds to number of crashes at that lat/long
clicking on a crash circle displays a tooltip with the number of crashes that occurred there
