Add mode to data files #285

Add mode to data_standardization and data_generation

Updated config files to include mode configuration
Updated standardize_crashes to write mode to crashes.json
Updated join_segments_crash_concern to add counts for bike, ped, and vehicle to the total_crashes count in crashes_rollup.geojson
Updated make_canon_dataset to add columns for bike, pedestrian and vehicle
