fix: Handle non-availability of pkgdown #24

We don't run this action in a container that contains pkgdown. This results in an error like so: https://github.com/insightsengineering/rbmi/actions/runs/11143130541/job/30967672764

To remediate this, we will infer the pkgdown version from the HTML pages themselves.
