I am going to merge this PR which just create a package - in particular: I haven't putted this into any of the downstream repos such as tern, osprey and goshawk. Those would continue using whatever they are currently using.

In order to use data from 2022 one would need to change a given repo (in particular: replace scda.2021 with scda.2022) as well as .staged_deps.yaml file(s).

I have seen that you guys were changing rcd recently. In order to use it in downstream repos we would need to create appropriate snapshot in scda.2022 and then use it in the respective repo. I am happy to discuss the details if that's needed.
