Fix app deployments #158

Changes:

  1. Use the base CI image with R 4.3.2 until shinyapps.io makes quarto available for R 4.3.3
  2. Make cypress tests mandatory to start deploying the apps.

Note that after this change the deployment for the Patient profile app will fail. But, we have PR #157 which will fix it.
