extend random.cdisc.data so that you can create the s_eu_access numbers with synthetic data

Motivation

In order to make your functions reusable in tern we need to create sample tables with synthetic data.

ToDo

• Check if you can use the data in scda.2021 to create the output
  • if not, add the datasets and variables missing
• add the missing pieces
